I can chaneg things like shooting mode, balance, ISO and so on, but can't find the option to change the shutter speed manually; the spec says the camera does have a variable shutter speed. Thanks in advance for any help!

Variable as in that under sports mode it tries to be fast and under other modes it might dare to go slower. But shutterspeed always depends on the ISO and Apperture [and the light that effectively comes in really]By playing with both ISO and Apperture you ought to be able to get your shutterspeed right.
Your camera doesn't has a setting that forces a certain exposure time though.

Do you mean an S3-IS? I am not familiar with a CS3 camera.
The S3 has shutter priority mode and you can enter this mode to set the shutter speed. It is labeled Tv (time value?) on the mode dial on top of the camera. Just set it there and then use the left or right of the round multifunction button to increase or decrease the shutter speed. You'll want 10-15 seconds - if not more - to get that kind of blur. The S3 goes as slow as 15 seconds and this is indicated as 15%26quot; in your viewfinder. And you will definitely need a tripod to keep them from getting all squiggly.
See page 58-59 in your advanced manual.

Go into Manual Mode. Now you are controlling the camera.
Use a tripod and try ISO 200 at f8 for 15 seconds.

I have read JBT's post but i dont get it.. the shutter speed option doesnt not show up. can someone tell me how to change shutter speed in steps and what options need to be changed? I am currently using the original settings.

I just got a powershot SX120 camera, and I found interest in taking 'light graffiti' shots. Does anyone know the best way to take these shots?
