If flash is activated, it will not go faster than the fastest flash synch speed. Put the flash down, turn the flash off, or change the mode. Put the camera in Manual or Shutter-preferred mode.
As long as it thinks you want flash as your light source, A200 limits the shutter speed based on the flash synch limits. So.
Shut off the external flash, and remove it.
Close the built in flash, and set flash mode to the one with the line through it.
If you have it in one of the user modes that are flash dependent, change that.
